LIVOAD MISSION
The Long Island Voluntary Organizations Active in Disaster (LIVOAD) is a collaborative network of nonprofit, government, and private-sector partners dedicated to comprehensive disaster preparation, planning, and response. LIVOAD identifies community-specific needs and addresses them through expert-led coalitions guided by HWCLI. In an accessible and inclusive environment, we work to fill gaps in services, respond to emerging needs, and build a more resilient Long Island for generations to come. Our priority is preparing for and effectively responding to both anticipated and unexpected disasters while partnering with agencies to mitigate their impact.
Formed by HWCLI in 2001 after the September 11 attacks, LIVOAD has served for over two decades as an umbrella structure for disaster planning and recovery efforts. Modeled after the National VOAD, our local coalition is comprised of health and human service providers, religious organizations, and government agencies working through the “4 C’s”, Collaboration, Cooperation, Coordination, and Communication, to respond regionally. From guiding Long Islanders to HEAP services in the winter, to coordinating multi-agency responses to large-scale disasters, LIVOAD is ready to assist communities in times of crisis.

LIVOAD HISTORY
2001: HWCLI formed the Long Island VOAD in the aftermath of the September 11 attacks to develop a localized plan supporting the region’s recovery from economic and emotional devastation, including trauma and grief counseling, job training, and financial assistance.
2007–2008: LIVOAD activated to support Long Islanders affected by the financial crisis.
2012–2018: HWCLI led the Superstorm Sandy Long Term Recovery Group (LTRG). Through LIVOAD, Long Island’s health and human service organizations collaborated to provide immediate and ongoing relief, including shelter, food, clothing, medical care, mental health services, and financial support for utility bills.
2012–2018 (Sandy LTRG partnership): HWCLI convened the Unmet Needs Roundtable (UNR), connecting private donors with caseworkers assisting clients who had no other sources of aid. UNR staff worked closely with utility company advocates to ensure continued, high-quality service during the storm’s aftermath. Through these efforts, the Roundtable distributed over $8 million to more than 800 households impacted by Sandy.
2020–2021: LIVOAD activated in response to the COVID-19 pandemic, coordinating Long Island’s health and human service partners to address urgent needs including food access, medical support, vaccination information, and resource navigation for families and vulnerable populations.
2022: Began long-term recovery efforts for Hurricane Ida, which struck in late 2021, providing ongoing support to impacted families and communities.
