The Health and Welfare Council of Long Island (HWCLI) is a private, not for profit, health and human services planning, research/public education and advocacy organization that serves as the umbrella for public and voluntary agencies serving Long Island’s poor and vulnerable individuals and families.


Under the supervision of the President/CEO, the Fiscal Administrator performs a wide variety of duties essential to the fiscal health of the organization.


  • Develop, administer, monitor organizational budget and program budgets including budget modifications, development and projections.
  • Work with Senior Management on new and renewing grant/contract requirements.
  • Prepare and submit monthly and quarterly expenditure reports, reimbursement vouchers and compliance reports as required by funding sources.
  • Process accounts payable and cash receipt transactions into FundEZ accounting software.
  • Prepare bank reconciliations for all accounts.
  • Record all journal entries, accruals, prepaids, and billings into FundEz.
  • Prepare monthly financial statements in both FundEz and Excel spreadsheets for Board.
  • Develop agency accounting & procedures manual, and monitor compliance of internal controls and Federal and NYS reporting requirements.
  • Oversee the coordination and activities of independent auditors.
  • Coordinate 5500 Compliance and filing and annual 1099’s.
  • Record payroll and payroll tax journal entries into FundEz.
  • Administer staff compensation, payroll and fringe benefits (FSA and 403b).
  • Maintain employee personnel and attendance records and on-board new staff.
  • Update personnel practices and procedures and monitor compliance in conjunction with program supervisors.
  • Managing staff and projects as necessary,

Qualifications, Required Skills and Experience:

  • Bachelor’s degree required. Master’s degree a plus.
  • Minimum five years of experience in administration.
  • Significant experience in fiscal administration required.
  • Experience in accounting and financial projections preferred.
  • A self-motivated, detail-oriented person with exceptional organizational skills.
  • Ability to handle information in a confidential manner.
  • Ability to work independently and collaboratively, display leadership and be able to manage multiple tasks.
